also 1 suggests the binding policy is *funding* staffing at those levels, not funding what is an achievable staffing level.
theres no reason to expect that 2 is calibrated to align with the goals in 1. Also, 1 is not dependent upon realizing revenues from 2. so if this becomes law its possible to just have funds accrue with underspend, or funds fail to accrue and then the GF is hovered up by 1.
this is a bad ballot measure for a variety of reasons, but the language has two potentially competing clauses in it that is important to sus out.
1. set policy to fund at least 2 officers per 1k residents.
2. divert 25% of PCEF to a restricted fund for that purpose and others.
the dems should unveil proposals for a national transit subsidy and trade pact with china for cheap EVs. something.
they’re so bad at this. it’s going to be self defeating, but really the core thing is that this is the moment to go into their opponents districts and hold town halls about how trump is trying to bring back the gas queues of the ‘70s and send their kids to die for oil.
