Waymo & AVride have lidar sensors on the taxi vehicles themselves, I'm not sure what additional data they use.
Tesla FSD is vision only, and possibly Cybercab is too, so I'm guessing they need supplemental map data to help w/navigation...
Updating HD map data I would guess for Tesla cybercabs (and possibly 'Full Self Driving') to use. Seen em in Austin too.
