I agree with your initial post, and definitely about improving job security for early career researchers but I don't think it's necessarily a red flag if the senior author handles the promotional aspects of publishing.
There's a lot of turn-over though so the first author may have moved on before publication.

I think it depends on the book. You shouldn't owe VAT but only certain books (eg children's educational books) are also free of import duties.
