That depends on if they were committed in member states/territories. The US is not a member of the ICC. Venezuela is, though.

Sadly, the ICC won’t get involved in that because the US isn’t a signatory or member. But any crimes they commit in international waters or a member state/territory is another story.

That’s what I think, too. The cognitive testing would be easy to do at the WH. Either MRI, CT scan, or an angiogram (which would require contrast) or something like that - which would require actual equipment.
