In web just click on your icon and change language, in app you go into settings, general and change App language to whatever you want (which also ofc changes the language of the entire app and not just titles)
idk if changing location would help more but afaik it wouldn't

Changing your YouTube language setting can help if you mainly see English videos at least, but to stop translating it fully: nope, nothing there
