Taken in its entirety, this is not surprising given funding for disadvantaged students falls by a third during the 16–18 phase of education. We have previously proposed the introduction of a student premium to continue the support provided by the pupil premium.

Non-FSM students remain significantly more likely to progress to higher education than their FSM peers. While the gap narrowed from 2009 to 2017, progress has since plateaued. In 2023/24, non-FSM students were 1.69 times more likely to progress, as rates declined for both groups.

Our research on gender gaps in earlier phases of education has shown some narrowing since 2019 in the attainment gap. Female students are 1.33 times more likely to enter HE than male students in 2023/24, a modest increase from 1.26 in 2008/09. Progress on both fronts has slowed in recent years.

There has been steady progress in closing the gap in progression between students with no identified Special Educational Needs (SEN) and those with any identified SEN. For all HE, students with no SEN are now 2.37 times as likely to progress compared to SEN students, down from 3.96 in 2009/10.

This β€˜return to normal’, however, has meant little progress in further narrowing the progression gap between disadvantaged and non-disadvantaged students.

Today's DfE data on access and participation shows a fall in higher education progression rates for almost all groups of students – likely a hangover from the increased acceptance rates of students who sat their A levels during the pandemic, when attainment was higher than in previous years.
