Russia braces for indefinite internet shutdowns as Kremlin says outages will continue Over the past year, the Russian economy lost about 1 trillion rubles due to slower internet access, shutdowns and social media blocks. Kremlin spokesperson Dmitry Peskov said internet outages that have hit dozens of Russian regions - and reached Moscow in early March - will continue “as long as necessary,” Russian media reported. Business complaints about paralyzed operations, inability to process payments and losses—estimated at around 1 billion rubles a day in Moscow - must be taken up by the relevant agencies,” Peskov said. According to the Na Svyazi (Online) project, mobile internet restrictions are currently recorded in 62 regions of Russia, and “whitelists” of government-approved sites are in use in 58 regions. Since March, Moscow has been added to that list, and some districts have seen a full local shutdown of mobile internet. Media report the internet blackout was ordered “from above,” with all operators in the capital receiving the directive. In some areas, only sites on the whitelist are accessible, and the system has also been rolled out in the Moscow metro. Experts estimate that over the past year, the Russian economy lost about 1 trillion rubles due to slower access, shutdowns and social media blocks. Overall, internet shutdowns in Russia in 2025 totaled 37,166 hours and affected nearly the entire population—146 million people. In the global ranking of internet shutdowns, Russia placed first, with totals more than triple those of Pakistan (11,482 hours), Myanmar (9,888 hours) and Equatorial Guinea (8,760 hours). Major disruptions to mobile internet and cellular service in Moscow have continued for a fourth straight day.
