Exactly! While Dragon might be gloomy about knowing that he couldn't save Shamrock, if he hadn't been so brave and taken the children, then Shanks would not have grown up with Roger (and people who loved him as Gaban clearly did. He's a good dad ;w;)

I don't know if Garp had always driven this into his son's head as the path forward. It doesn't seem like he really prepared him for it (i.e. rigorous training so that he's physically superior to all the other cadets) but why not? So many questions...! Was Garp just very hands off as a dad??
