Senate offices representing big states have a disproportionately large volume of calls to handle, so response time may feel extra slow. And, most of the staffers dealing with these calls are young and not the decision-makers. Those jobs are tough and become extra stressful at times like these.
Volume of calls/emails absolutely matters. The Senate phone lines have reportedly gone down several times this week because of the amount of calls coming in. That gets noticed, so keep it up.
How constituent calls/emails/letters are dealt with varies office by office. Generally, a good office is going to keep track of the number of calls/emails they're getting on each issue, and if you provide your contact info, you should receive a response, usually a form letter.
I remember the good old days when this was the Pour House and beers were $1 on Thursdays (and I met my husband there).
