He cannot, but he does have the ability to remove all current board members and appoint new ones that are loyal to him. Then, they could elect him to become Chairman. If he actually does commit to doing this, it’s very possible, unfortunately.

The Trump Administration’s action to suspend all federal grants & loans will have a devastating impact on the health and well-being of millions of children, seniors on fixed incomes, and the most vulnerable people in our country.

It is a dangerous move towards authoritarianism.
