I always assumed the title was passed from agent to agent, to *make* a man into a mythical figure (in-universe).

He took it from The Culture series, it's called "drone slapped" there. I think it's a pretty cool concept for an anarchistic society (which The Culture is), but it's not going to happen here for the foreseeable future.
