To be fair, I do make the point that culture is our second biggest issue after finance. However, I think REF will always be a lever no matter the state of an institutionโ€™s finances simply *because* itโ€™s linked to funding. And there is a lot of unpicked low hanging fruit in the culture spaceโ€ฆ
