When you look at something like the Switch, or even the S2, they're not very beefy consoles but they make up a hefty portion of the gaming population.
I'd wager these super HD mega graphics card deluxe blah blah blah things are only a "need" for small (but loud) group.
The consoles will work on any modern tv. It just won't be at their full capabilities. For stuff like ray tracing any 4K HDR TV works. My monitor technically isn't even 4K, it's QHD, and it supports all the fancy stuff except 4K/HDR. I would say the average gamer doesn't care about high end specs.
