The Congress and Judicial branches, under the law, have Coequal responsibilities (the same as) the Executive. They DO have the power to override the President, and to remove any elected person from office Constitutionally. It is called out fully in the 25th Amendment to the Constitution.
Actually, Congress can demand a mental and physical health evaluation of the president. It’s never been done. But the law is clear.
