I think generally you will need 1-2 bones per area, but there are ways to angle/position and weight to make just those do alot for a stylized silhouette!

Just found a really good way to rig jiggly chests, without using a pc cooking amount of bones 🤓 I will share it after valentines because it's NDA right now.
