In case anyone's interested, this is the process I'm using to generate normals for the painterly portfolio project I'm working on. This is in Substance Painter, but you could also do it in Photoshop or 3D Coat
I convert them to tangent space after the fact, but you could also do that in a shader

Towerborne, the game I've been doing environment art for, had its Game Preview launch on Game Pass yesterday. They gave me the privilege of painting up some alternate key art for it
Not just the rocks and trees even, they let this environment guy draw the folks and hands and faces and everything ๐ฆ
