That would take a tremendous amount of money, since they‘d have to bring back all the ATF agents they fired and then hire more. It would also delay all 4473s, possibly long enough that most of them got auto-approved, and wouldn’t catch every trans person. But it would look like doing something.

What they could do under current law is try to find discrepancies between gender as stated on the 4473 and the photo provided by the buyer, and the gender on the buyer’s birth certificate or passport, then deny the 4473 for “false statement”.
