The individual framework is not opposed to the structural one: it supports it. Because behind every public policy there are people who design it, implement it, demand it. And without those individuals, systemic change does not occur.

He warns that focusing exclusively on the structural can be paralyzing. If we limit ourselves to waiting for the big changes to come by themselves, we run the risk of losing motivation... or that they never arrive. As his book suggests, anyone can push social transformations.
