It's because the incident was contentious and didn't explicitly fit the guidelines. If Hamilton had come over the team radio and said: "He pushed me off" then it would've been investigated in the race. Instead, they wanted to hear what they felt happened.

No further action on Verstappen and Hamilton from the stewards. Interestingly, Hamilton didn't even attend the hearing. Verstappen acknowledged that he could've stayed further to the inside of the corner. #F1 #HungarianGP
