Not all resistive action was loud or televised. And orgs didn't know how bad it was going to get. Etc...

It's more complex then implying simple complicity. Confusion, tension, and lack off communication are what I could see. In some cases there was even agreement with the attacks on CRT and DEI.

There are a lot of factors and variances behind the observation, many of which don't imply cowardice or complicity. There was still uncertainty about the whole thing and faculty weren't sure of their own rights. Legal counsels and boards are often not as liberal as their faculty.
