When the president wants something done, even if it is against laws, norms, or policy, loyalist appointees will accommodate where policy area experts might not. 3/5

These appointees are more likely to show fealty to the person to whom they owe their position (i.e., Trump) because they have no real expertise in policy, etc., and have no internal allies with whom to build competing coalitions. 2/5
