Some Council Members have expressed concern that any attempt to target an eviction notice extension to those most impacted by ICEβs occupation amounts to creating a trail of documentation that could be used by the Trump administration to round up undocumented Minneapolitans. No one in the Minneapolis wants this outcome, and CM Whiting would never support a policy that he felt increased the risk of eviction for undocumented neighbors.
However, CM Whiting disagrees that this is an impossible balance. Other cities have managed to target those most impacted and do this effectively. Engaging in a collaborative spirit across City departments (City Attorneyβs Office, City housing policy aides, etc.), housing advocacy groups (both on the tenant and provider sides), and consulting with experts that are already doing this work, CM Whiting was able to draft language amenable to the vast majority of interests. This proposed language targeted anyone who has been financially impacted by the harms of Operation Metro Surge, without any requirement to divulge citizenship/immigration status.
While the language was not perfect, CM Whiting believed it to be a way to get this needed policy passed through levels of government.
I think it's also worth noting that HOME Line has not been approached about nor seen this draft language that apparently is "amenable to the vast majority of interests."

Minneapolis Braces for Rent Crisis As ICE Surge Winds Down
With warnings that an eviction spike is looming, city and state leaders are seeking aid for renters who lost wages over the last few months.
Even as ICE winds down its Twin Cities surge the economic disruption is still manifesting. So far Minnesota has not passed any housing aid, but even if it does, there are challenges in getting it out to the right people.
