I am not an international law expert, but outright murdering people can't be OK.

I would say just blowing up fishing boats is a crime. We are not at war with Venezuela. And even if they were smuggling drugs, they can't just execute them because they suspect that they are. Since when do we execute drug smugglers anyway?
