Instead of castigating them, Trump ought to pay all of them a $10k bonus just for the shutdown - whether or not they had to call in. And maybe a $50k bonus to recruits (like ICE got) and guaranteed continued payment in future shutdowns. No wonder we have trouble filling those jobs.
