At this stage in our discussions with the ministry, it’s clear the Year 3 compensation adjustment will be less than the 2.1 to 3.6 per cent range that had been anticipated during 2021-2024 PSA negotiations, primarily because of the unanticipated and unprecedented growth in Ontario’s population.

Specifically, the population growth in 2023 is 3.1 per cent, which equals to around half a million new Ontarians. This is the highest growth in any single year since 1972, and more than double the average population growth of 1.3 per cent over the last 50 years. This growth simply could not have been anticipated at the time the parties were negotiating the PSA.

Later, during a fireside chat, the minister put it more clearly: “Our health-care spending is unsustainable. We just have to deal with reality that we can’t keep spending, particularly when our population is flattening.”

The comments come at a time when hospitals warned the government they are facing a billion-dollar structural deficit and are now preparing for “difficult decisions” unless the Ford government increases health-care funding in its upcoming budget.

Thing is, even if basket-weaving courses were the problem (they are not), it still makes zero sense to make it way more expensive for poor students to take them, but leave net prices basically intact for wealthier students to do so.

Zero sense, that is, until you remember Ford hates poor people.
