Until the advent of the Online Compliance Intervention (OCI) program that began operating in 2015, that ‘particular care’ consisted of a labour-intensive process of investigation undertaken by experienced social security compliance officers that included seeking details from employers and other relevant sources of information and engaging with recipients to glean and assess all forms of available relevant information.59

Although there were cases where the process of averaging or 
apportioning led to an overestimation of fortnightly income, there 
were apparently few instances of that occurring and fewer, if any, 
complaints. In the case of those few recipients who were dissatisfied 
with the outcome of the process, there was then, as there is now, a 
right of internal departmental review and a right to apply to the 
Administrative Appeals Tribunal (now the Administrative Review 
Tribunal) for merits review of the assessment.60

No-one will face charges, no-one is going to read the 445-page report which rehashes what the RC found, and the whole thing was a years-long exercise in kicking the can down the road.

What the NACC has essentially done, after years “investigating”, is restate two findings made against lower level robodebt execs, and *toss out* the much more serious allegations against the likes of Katherine Campbell and Scott Morrison etc.
That’s it for the NACC. This will be the final straw.
