Possible in theory but lots of constraints in practice: archaeology (remains of Montagu House), major underground service routes, emergency services routes etc. Also would need major alterations to the Great Court to handle the transition in level. And would still need a pavilion at Montague Place.

The serious point is that the development of canals and steam power, and the proximity of coal meant Birmingham was able to develop as an industrial settlement despite the lack of a navigable river.
