Digging further with management, they admitted the Union negotiated for it & only afterwords management realized how much it benefited business in terms of productivity improvement (through reduction of lost labour hrs due to family issues) & it was key to attracting quality long-term employees.

I inquired about the reasons why Deutz would incur the additional expenses to provide on site childcare.

Their answers boiled down to:
1) happy employees are more productive
2) Unionized work force negotiated it
3) competitive labour market (childcare = attractive feature)
4) retention of talent

Apparently, having a responsible social democratic government, a highly educated public with excellent social support services being funded through taxation of a strong unionized workforce is key to societal happiness, public health, & industrial financial success.
