In New England, counties are not entities/organizations. Regional planning organizations have functions done elsewhere by county governments. As they are service organizations first staffed by planners, not political territories with elected executives, drawing new lines is easier.

I don't think they hurt ridership much because ridership is primarily driven by the basics: trip time, convenience (ie, frequency and one-seat rides) and reliability. They are still annoying though.
