It potentially could though. Say School A has 120 kids and School B has 60 kids in 3rd grade. You would need 6 teachers total for classes with 30 kids, and 8 to reduce classes at both schools to 20-24 kids. If you combined the schools, you could reduce class sizes to 25 kids with just 7 teachers.
