If you’re trying to install with net install you’re gonna get nowhere.

Try installing Mojave (10.14) with a USB installer and don’t connect it to WiFi or Ethernet until after you’ve completed the first time setup. Then incrementally upgrade to newer OS versions.

The company (if they're still operating) would need to go into Apple Business Manager (business.apple.com) and release the laptop.

If the laptop doesn't have a T2 chip you may be able to install an old version of MacOS if you keep it offline during first set-up, but otherwise it's bricked.
