Decided to go down the vibe-coding rabbit hole despite minimal coding experience.

If you’re trying to install with net install you’re gonna get nowhere.
Try installing Mojave (10.14) with a USB installer and don’t connect it to WiFi or Ethernet until after you’ve completed the first time setup. Then incrementally upgrade to newer OS versions.
