I think there's room for nuance.
Personally I believe that every RPG *results* in story, whether crafting it is part and parcel of the rules/aims or not.
Character anecdotes, session recaps, tales from your table; all stories. Even if you're playing the most simulationist game of GURPS in history.
Could "interesting and groundbreaking sub genre" be enough, though?
It certainly seems to satisfy lots of folks who primarily enjoy storygames, and withholds ammunition from guys seeking to use the label to belittle, other and ostracise the group from the RPG community?
Why the need to push it?

(This is a different story I think, but the Geoff Senior art gives me flashbacks all the same.)
I put settings like FR and Battltech/Mechwarrior in their own bracket - settings so large that you can have adventures anywhere, and sure there's a timeline but it's rife to be messed with a little and still retain it's shape.
So campaigns are personal and impactful but not world-rescuing.
I always found the best route with FR was to see it as a massive library I could pick and choose from to make my campaign about that moment, that place.
"Ancient empire? Ancient ruins! Ancient threat waking up?!" was one thread I plumbed from a paragraph of lore in one of the many sourcebooks.
"Everyone in Skins" is probably cheating, but Nicholas Hoult, Dev Patel and Daniel Kaluuya for certain are always Tony, Anwar and Posh Kenneth in my head.
