R01 grants are not contracts! do not make that comparison. U01 are closer to contracts but NIH has contracts with research institutions or biotech companies that go through a different review process and negotiation.

This update means that virtually all NIH study sections and councils, necessary to review and award grants, will not be scheduled until mid-April AT EARLIEST.

The end of the fiscal year is September 30, and all appropriated monies must be spent by then. Meanwhile, the backlog continues to grow.
