how about take 90% of his wealth, threaten him with prison if he steps out of line, and then we can start talking about incentives. like staying out of prison.

this is a way to provide extra barriers to make it harder for ordinary people to receive benefits like this. more paperwork, cut-off points, increased funding for filters and obstacles rather than straight-forward services provided.
