Absolutely. In my games that shit definitely happens in longer campaigns and we don't have levels. Lots of faction play in 2e. In fact the only rules in the Warden's Guide are for factions (since those aren't player facing). The procedures in the players guide also have factions in the examples.

Hell yeah! I am planning on running a game there soon.

Folks will reach out with a manuscript (in some form) or finished product. I'll go over what I think they should do with it. I'll connect them with a stable of editors, graphic designers, and artists. We'll work out costs and pitfalls, sign an agreement, then work to bring the product to market.
