Mi preoccupa di più che sia il Commander in Chief, e che quindi possa creare delle condizioni di tensione militare mica da ridere.

Quello è il minore dei problemi: ha bisogno di altri due elementi per convalidare l'autorizzazione all'uso delle armi nucleari, e anche a quel punto, se cercasse di farle usare senza uno stato di guerra esistente (quindi dichiarato dal Congresso, non da lui), il NORAD gli risponderebbe picche.
