As someone who has studied the costs of detention centers, I can tell you for a fact that this facility will run at a cost substantially higher than average.

Detention tent camps are always more expensive to operate than brick and mortar facilities with permanent infrastructure.

Who will it denaturalize? "Any" case that it "determines to be sufficiently important".
