- conduct routine power and water maintenance to facilities
- mire them in endless legal knots
- refuse any support whatsoever

…and this is why Congress matters. Why people still vote Republican is beyond my comprehension.

I should add that this is not, at least on parchment, an insoluble problem. The Constitution provides a solution to the abuse of Presidential authority: impeachment and removal.
