1. Existence of a law prohibiting conduct prior to a violation
2. Sufficient, clear certainty of what is legal or illegal
3. A specifically described penalty to be imposed in the event of a conviction
If School Committee District B ends with 0 candidates on the ballot, this would be a rare instance where a write-in candidate would actually win (Oxford actually had a similar scenario a few years ago)
