As Youtuber Crash Thompson said, shock value has diminishing returns. Flashing someone is offensive at first, but eventually you're just asked to leave that Wendy's.

That's partly why Kefka fails as a villain. He used up all his offensiveness and ended at "please leave, sir."

Add to that that the scene adds, changes, or reveals NO significant aspects of his character, and it becomes obvious that the writers just wanted to shock the player.

Except the number of aforementioned atrocities means there is NO shock value.

Kefka rearranging the face of the planet is actually a MASSIVE FAILURE of storytelling.

He's committed so many atrocities beforehand (burning his men alive, poisoning a city, etc.) that destroying the world actually MAKES sense for him. And that should NEVER happen.
