Regardless of ethics, every country is allowed to do that under international law. There is a legally acceptable amount of civilian casualties that has to be proportional to the strategic value of a military target. Israel is allowed to do it, the only question is it proportional or not.
The state of war doesn't matter. Look up how proportionality when conducting airstrikes works and see for yourself. It's a complex issue. The short answer is that there is a level of legally acceptable civilian casualties and has to be proportional to the value of the military target.
