My proposal specifically allows you to use approval voting on your party's list to affect the order. that gives voters who do want to vote for individual candidates a tremendous amount of flexibility. it's like a simplified version of latvia's system.

1. what is dead in the water is complexity. Even non-proportional single winner STV got obliterated in 2011.

2. this system compromises by letting them vote for the candidates on the list to at least affect the order.

3. You've cited zero evidence voters care about this anyway.

I don't see any point in bicameralism. latvia's Congress uses a 100 member unicameral body. it's party list, but you can prioritize your party's list by checking to approve or disapprove people so it's basically score voting.
