If the governor of Massachusetts called for residents to not pay their federal taxes en mass i would do it. If only 20 percent of Ma (or California) residents withheld, the under-resourced IRS could not pursue them all.

Correct. The majority of my family are Black church-going Christians who oppose abortion but absolutely do not vote on any single issue, unless that issue is trying to keep a racist out of the White House.
