In 1993, the Supreme Court said that immigration court proceedings are โdomestic procedures โ which are not relevant outside the United States, specifically as relates to people detained at Guantรกnamo Bay. So I just canโt see how it would be legal to use Gitmo for โdomesticโ ICE detention purposes.

Finally, HB 671 ("Enact the America First Act") ignores federal immigration laws and the plenary power of U.S. Congress. It aims to deter undocumented immigrants from entering or being present in OH, and somehow it requires them to leave the state <72 hrs after completing their sentence.
