In 1993, the Supreme Court said that immigration court proceedings are “domestic procedures ” which are not relevant outside the United States, specifically as relates to people detained at Guantánamo Bay. So I just can’t see how it would be legal to use Gitmo for “domestic” ICE detention purposes.

Finally, HB 671 ("Enact the America First Act") ignores federal immigration laws and the plenary power of U.S. Congress. It aims to deter undocumented immigrants from entering or being present in OH, and somehow it requires them to leave the state <72 hrs after completing their sentence.

If HB 666 passes, noncompliant municipalities would risk losing funding – despite a wealth of research proving that when local authorities engage with federal immigration enforcement, it negatively impacts public health and erodes trust between immigrant communities and police.
