I watched a video from a reviewer who called Remmick a victim instead of a villain and I honestly agree. Like he genuinely believes what he is doing will help but it is forced assimilation (something he had to go through being Irish during that time period). Among other things but character limit :)

I imagine it was probably like “Good Luck Charlie” at that point. Focused still on Truman in some aspects, but they definitely needed a whole cast around him to make things interesting while he grew up.
