1. I use it in my writing.
2. It should be used if it makes things clearer.

Em dashes can be very useful!

From Section 6.6 of the Publication Manual (7th ed.):
"Use an em dash to set off an element added to amplify or digress from the main clause."

But note, "overuse of the em dash weakens the flow of material, so use it judiciously."
