I would say maritime law needs an urgent update, if half destroyed ships that could cause environmental disaster cannot be towed and salvaged because it is in international waters. And, the issue with uninsured ships needs to be resolved.
No, as it is not insured, no one is going to pay for that. Furthermore it is in international waters, so salvaging without owner permission is theft. Experts seem pretty certain only the diesel/gasoline propelling the ship is still onboard. So, this limits environmental damage if it sinks.

They're increasing sign-up bonuses again in Russia, seemingly recruiting new meat is not going too smoothly. So I doubt they have many to spare to sent to Iran.
I guess we will get a video of the new Iranian leader soon if this is not the case. If true it reminds me of the Soviets electing Yuri Andropov and his successor, both dying after a bit more than a year in power due to poor health.
