Characterization marches on. While stories that deal with magneto as he clashes with the developing x men tend to lean heavily into these motivations, eras where magneto is an established leader of a mutant state like rivals seems to be tend to have him as a mutant flavored version of doom.

In short: yes, he unfortunately is, but that’s why he is wrong. A flawed relic always simultaneously going way too far and not far enough.

It’s possible to write magneto as not this! A core motivation of proper villain magneto is that at some point “never again” became “never again to me specifically.” It’s one of the main nuances of the character, and while perhaps not explicitly textual, the allegory is so direct it may as well be.
