As an example, if the 2nd tier had 24 clubs you would split them up into two groups of twelve, round robin, top 6 for each division qualify for promotion group, bottom 6 for each qualify for relegation group, another round robin.
For a system of promotion relegation in the us, the lower tiers should both be regionalized and national in a full sense

USL adding a D1 league and Pro/Rel is a defensive move against a potential D2 MLS, as well as offering a different product to the US Soccer fan.
The USL is confident in doing this because they have guarantees/assurances from broadcasters and the USSF.
