Redistricting isn't done by how many registered voters live in a state; it's based off of total population, and the more people that live in the state, the more districts the state can have. Newborns or non-citizens, and even detainees in detention centers, count. So when you see ICE move illegal immigrants from a blue state to a red state, you know that it increases their total population. Banning abortion alone allowed Texas to have over 50K more new births.
